You can Setup this game very easily, just follow the two steps below.

1. Public pile & Draw pile.

Gather all CIVILIAN cards from the deck and stack them face-down to make the Public pile. Stack the rest face-down as well (ANOMALY, CHARACTER, and SCENARIO) for the Draw pile. Shuffle both of these piles afterwards.

Place the Public pile and Draw pile anywhere in the middle of the table.

2. Starter Civilians

One player or each player may randomly Draw 5 CIVILIAN cards from the Public pile that don't have the   icon. Add them to your Civilian zone in any format you want but don't stack them.

In case you get one or more  civilians, put them aside, then Draw again (as much as needed) until you get exactly 5 non- CIVILIAN cards. 

Once each player has exactly 5 non-group CIVILIAN cards on their "Civilian zones", re-shuffle the group civilians back to the Public pile.

Don't forget your Zones

Remember, each player has four imaginary "zones" on their imaginary "site". These are the Uncontained zone, the Personnel zone, Contained zone and Civilian zone.

After all of this is done, just use a dice or pick any player that would take the first turn!
